Horse Biosecurity Disease Response Levy 2026 (HBRL)
AMA supports the Emergency Animal Disease Response Agreement (EADRA) and the Horse Biosecurity Disease Response levy (HBRL) to co-ordinate and share the cost of responding to an exotic equine disease outbreak across the affected parties.
AMA notes three issues in particular that we consider are not adequately addressed by the existing EADRA and HBRL:
- The levy collection mechanism,
- An unequal risk burden, and,
- Contemporary logistical considerations.
